Job Description

Required qualifications and skills:

•       Broad knowledge of the Tanzanian Local Government sector and how it operates.

•       Knowledge of the operational aspects of own-source revenue collection, municipal finance and accounting systems in a developing country context

•       Understanding of the cost structures of local government own-source revenue generation.

•       Experience of developing and implementing revenue potential research studies and willingness to pay surveys

•       Experience of developing and implementing own-source revenue enhancement schemes

•       Proven ability to deliver support in the form of on-the-job training and mentoring as well as formal training.

The applicant is also expected to have

•       Master’s level education in financial management, business administration, municipal finance or other relevant field.

•       At least 10 years of practical experience in public finance, preferably on local government level including direct -report management experience with demonstrated success as a team leader.

•       Knowledge of the Tanzanian tax system is essential.

•       Experience of the Tanzanian local government system and operations is essential.

•       Formal training or extensive experience in the fields of Financial Management/Accountancy and organizational development.

•       Understanding of Development Partner World Bank management systems and reporting.

•       Excellent communication and report writing skills preferably in English is essential
