/ Tanzania has a vacancy for a Public Health Specialist-Local
Government Health Systems Strengthening – HIV/AIDS and invites
applications from well qualified individuals.
This is a full-time Personal Services Contract position.
Basic Functions of The Position:
The Public Health Specialist Local Government Health Systems Strengthening will be the lead FSNadvisor within USAID
to strengthen and improve systems for improved service delivery at the
district level. The specialist will work at a very high level with
officials of the Government of Tanzania at the national and local level,
identifying interventions that will improve the effectiveness of
decentralized management of health services, and increasing country
ownership and the potential to implement foreign assistance development
through host country systems to the maximum extent possible. The
specialist will also work on addressing recruitment and retention of
health workers at the local government level, where the vacancy rate of
health workers exceeds 65%. In addition, the specialist will participate
with professionals and others in all Mission sectors in the planning,
design, development, management, and monitoring of USAID activities.
Major Duties and Responsibilities:
I. Mission Advisor and Coordinator of a Specialized Activity Area – this includes:
(a)
Ensuring that health programs provided at the local level have
appropriate manpower, are integrated, implemented as planned, monitored,
and have funds accounted for in an auditable
way; (b) Playing a key role in the potential for transition of services
scale up of services to achieve the desired results in this important
technical area of the HIV/ AIDS and health portfolios; (c) Identifying
needs and designing activities that will support the achievement of
sustainable results at the district level. (d) Establishing and
maintaining relationships with senior and mid-level officials at the
Ministry of Health and Social Welfare, the Prime Minister’s
Office-Regional Administration and Local Government, and the President’s
Office-Public Services Management, as well as Local Government
Authorities, in order to design, implement, and monitor programs that
support the Government of Tanzania (GOT) and achieve PEPFAR goals.
II. Program Management, Coordination, and Advisory Functions – this includes:
(a) Providing day-to-day management of local government strengthening activities funded by USAID, serving as COTR/ AOTR for at least $10 million in activities; (b) Providing technical input on annual work plans for implementing partners (IPs)
ensuring achievement of the objectives laid out in the USG/GOT
Partnership Framework; (c) Conducting regular site visits to review
program implementation, assessing the effectiveness of USG integrated
initiatives, and meeting with Local Government Authorities who are
partners and beneficiaries; (d)Reviewing performance reports to ensure
that IPs are in
compliance with bilateral government agreements and with the performance
expectations outlined in their work plans and as stipulated in their
award(s).
III. Monitoring and Reporting Financial Management – this includes:
(a) Working with implementing partners on the development of a performance monitoring plan (PMP), and monitoring partner performance through activity oversight vis a vis the work plan, the PMp,
and field visits; (b) Ensuring accurate and timely partner reporting,
participating in overall results reporting with the Systems
Strengthening Interagency Technical Team, and collaborating on the
preparation of results the Annual and Semi-Annual Reports to the Office
of the Global AIDS Coordinator; (c) Providing financial oversight of IP
activities, including review and approval of advances, vouchers, and
liquidations, as well as annual budgets and financial requirements for
annual obligations. IV. Perform program administrative and technical
duties as assigned – this includes: (a) Participating in the Interagency
Technical Team in the preparation of the PEPFAR Country Operational Plan, with specific descriptive information provided for each activity and program area.
Qualifications Required:
Education: Master’s degree in public health, health management, public administration, or an advanced clinical degree is required.
Prior Work Experience:A
minimum of three years of progressively responsible, professional level
experience in overseeing development programs is required.
Post Entry Training:
Professional seminars to expand knowledge, skills and abilities in
HIV/AIDS, Care, Treatment, and Prevention of Mother to Child
Transmission of HIV (TPMTCT), program evaluation, practices, procedures, and administrative and fiscal management.
Language Proficiency:Level IV (fluency) speaking and written communication in English and Kiswahiliare required.
Selection Process:Applicants will initially be evaluated based on documentations
submitted with application; then competitively ranked applicants will
be tested and interviewed. Therefore, it is essential that applicants
